The Swedish system for inter-regional redistribution is examined from a political economy perspective and a growth perspective. A number of recent Swedish studies of this system are examined. Political economy concerns are found to be adequately represented in academic studies of this system, while lacking, at least explicitly, in all the major relevant government reports. Growth implications of extensive inter-regional redistribution are found to be relatively neglected in both academic studies and government reports. In particular, the short-circuiting of labour mobility (and hence the impairment of long-term structural adjustment) is examined at both micro- and macroeconomic levels. It is concluded that extensive inter-regional redistribution is likely to have considerable effects on labour mobility. The author argues that this almost entirely overlooked effect is an important consideration in evaluating the costs and benefits of inter-regional redistribution, and calls for further enquiry into the matter.

Antalet utvärderingar av ekonomisk politik ökar explosionsartat. Det finns dock få systematiska sammanställningar av de utvärderingar som görs och det saknas kunskap om hur utvärderare skiljer sig åt gällande metoder och slutsatser, inte minst inom näringspolitiken. Vi studerar utvärderingar av 110 näringspoli-tiska insatser 2009–19 genom att granska huruvida valet av utvärderare påver-kar utvärderingarnas resultat. Privata konsulter visar sig vara den vanligaste utvärderaren av näringspolitik och deras utvärderingar skiljer sig från andra utvärderare genom att vara övervägande mer positiva till de utvärderade insat-serna. Vi diskuterar intressekonflikter som kan antas föreligga mellan utvärde-rare, myndigheter, den politiska makten och allmänheten.

Sammanfattning

Open innovation has rendered increased interest both in practice and research, and has expanded from dyadic transfers of ideas, to ecosystem levels. Knowledge is at the heart of open innovation, and this paper describes and discusses knowledge-transfer linkages for open innovation. It does so based on a literature review. The paper links together open innovation research with general management research to categorise and discuss linkages among parties in terms of their openness and how they relate to knowledge management. Conclusions indicate that openness needs to be considered in different dimensions that also links to different knowledge management outcomes. The paper’s contribution consists of how it connects open innovation research to the general management literature, and how it builds a practical understanding of how linkages between firms can be categorised to aid firms to consider which mechanisms they may choose and why.
