Abstract

Denna rapport beskriver hur systemet för att ta emot och etablera flyktingar, skyddsbehövande och deras anhöriga på arbetsmarknaden ser ut i Sverige och Tyskland och vilka erfarenheter båda länderna har. Syftet är se vad framförallt Sverige kan lära sig av Tyskland, ett land som liknar Sverige i flera avseenden men som har en åtta gånger större befolkning och under de senaste fem åren tagit emot drygt fyra gånger så många asylsökande.

Abstract

Many high-income labour markets combine persistent skills shortages with the underemployment of foreign-born academics, whose qualifications and experience tend to yield a lower return after migration. Work-based internships are a common policy response, expected to help migrants rebuild context-specific human capital, improve host-country language, and access the informal networks through which much hiring occurs. Yet the evidence base is almost entirely supply-side: it examines what internships do for interns, while the organisations that must agree to host them remain largely unstudied. What makes a placement work from the employer’s point of view is therefore poorly understood. Drawing on human capital theory, we address this gap through semi-structured interviews with managers and supervisors at 24 Swedish organisations that had hosted one or more foreign-born academic interns through the national programme Korta vägen (“the academic fast track”). Using inductive thematic analysis, we identify factors operating at three levels — individual, organisational, and institutional — that shape how well an intern’s human capital can be put to use. Education quality is less salient to hosts than the literature would predict; language matters chiefly as a vehicle for social integration; cultural friction is workable when expectations are made explicit; and institutional rules around credentials and licensing constrain placement quality in regulated professions. Hosts also report substantial, sometimes unanticipated, organisational gains. We argue that demand-side evidence requires human capital theory to be broadened to incorporate language, culture, and social capital if it is to explain matching.

Hur påverkas svensk arbetsmarknad av teknikutveckling, tjänstefiering, entreprenörskap och immigration? Hur väl förmår de institutionella villkoren i form av lagar, regler och skatter att hänga med?

Detta är temat för forskningsantologin En dynamisk arbetsmarknad.

En väl fungerande arbetsmarknad förutsätter ändamålsenliga villkor för medarbetare och arbetsgivare i syfte att uppmuntra utveckling, jobbskapande och tillväxt. I en föränderlig värld behöver dessa villkor utvecklas och förbättras.

Femton forskare i ekonomisk historia, företagsekonomi, nationalekonomi, sociologi och statsvetenskap analyserar de viktigaste omvärldsförändringarna och de lagar, regler och skatter som påverkar förutsättningarna på arbetsmarknaden. Studierna bygger på empiriska undersökningar och forskningssammanställningar, och syftet är att bidra till en välgrundad diskussion om framtiden för svensk arbetsmarknad.

The openness of open innovation in ecosystems

Abstract

Open innovation has rendered increased interest both in practice and research, and has expanded from dyadic transfers of ideas, to ecosystem levels. Knowledge is at the heart of open innovation, and this paper describes and discusses knowledge-transfer linkages for open innovation. It does so based on a literature review. The paper links together open innovation research with general management research to categorise and discuss linkages among parties in terms of their openness and how they relate to knowledge management. Conclusions indicate that openness needs to be considered in different dimensions that also links to different knowledge management outcomes. The paper’s contribution consists of how it connects open innovation research to the general management literature, and how it builds a practical understanding of how linkages between firms can be categorised to aid firms to consider which mechanisms they may choose and why.
