Hur kan trösklarna in på den svenska arbetsmarknaden sänkas?
Abstract
This report examines why people with weak labour market positions can face prolonged unemployment in Sweden despite employers’ recruitment difficulties. It argues that the small number of jobs with low entry requirements is one contributing factor. The authors compare three ways to expand such jobs: agreements between the state and social partners, collective agreements that allow simpler roles, and policy measures such as Germany’s mini-jobs. The German case suggests that simple rules can help schemes reach scale, while also showing risks of labour market segmentation and limited progression, particularly for women and older workers. The report also considers redesigning tasks within organisations. Its conclusion is that more jobs with lower entry barriers may complement education and active labour market measures, but require trade-offs between inclusion, working conditions and institutional design.
