Martin Björklund Mauritzson is a PhD student in political science at Ratio and Linköping University. He is doing his PhD within a research project that examines interests, influence and decisions in the EU policy for the energy efficiency of buildings. His thesis focuses on how the EU policy is formulated and how decisions are made. Martin is a former research assistant within Ratio’s labour market program.

    Abstract

    This paper aims to analyse how the European Union (EU) energy policy has merged social policy concepts with energy efficiency policy. Energy efficiency has increasingly become understood through social policy concepts such as energy poverty, energy inequality, and lack of cohesion. Previous research has shown how the social aspects of energy efficiency have been highlighted by the European Commission when discussing the multiple benefits of increased energy efficiency efforts, such as building renovations.

    Using a mixed-method approach with material from the European Commission, the Council of the European Union, and the European Parliament, we review energy policy from a social policy perspective. The analysis is conducted in two steps. First, we identify which EU institutions acted as agenda-setters in introducing the social aspects of energy efficiency. Second, we describe and analyse the framing process through which social concepts are merged with energy policy.

    The study combines qualitative and quantitative analyses of EU policy documents. A set of key words is used in the quantitative analysis to explore the links between social policy and energy policy.

    We conclude that social aspects were first connected to the energy policy field by the European Parliament. This connection was later reinforced by the European Commission through the inclusion of social policy elements, particularly in policies addressing the transition to energy efficiency and zero-carbon buildings, where concepts such as energy poverty have become central.

    Lessons learnt from 20+ years of research on multilevel governance of energy-efficient and zero-carbon buildings in the European Union

    Abstract

    At global scale, the building sector accounts for 40% of total energy end use and almost 35% of greenhouse gas emissions. This makes it one of the most important sectors to focus on for reaching the 1.5–2 °C target of the Paris Agreement, to enhance energy security of supply and to alleviate energy poverty. The European Union (EU) is often seen as a leader in climate governance, which is also true for energy efficiency. The improvement of energy performance of buildings has been part of EU public policy for more than 50 years, making the EU a pioneer in the policy domain. Based on a semi-structured review of the scientific literature (N=90), this paper is aimed at drawing the lessons from research on governance of energy-efficient and zero-carbon buildings in the EU. As for the findings, there is a multitude of policy instruments developed on different levels of governance, more or less integrated and managed by different actors and no single instrument is sufficient to stimulate energy-efficient and zero-carbon buildings. Five key challenges are identified in the governance literature examining the transition towards energy efficiency and zero-carbon buildings: An ambiguous leadership, heterogeneity of implementation, lack of incentives, limitations of non-regulatory policies and market-based instruments, and limited diffusion between governance levels. We also conclude that most policy instruments focus on new buildings which is problematic since the greatest challenge in the transition is the renovation of the large existing building stock.

    Abstract

    De finska arbetsgivarna inom Skogsindustrin och Teknologiindustrin, landets ledande exportsektorer, beslutade i oktober 2020 respektive mars 2021 att ensidigt säga upp kollektivavtalen på industrinivå för att åstadkomma lokala förhandlingar på företagsnivå direkt med medarbetarna. Ambitionen är att förändra finsk lönebildning för att åstadkomma ökad lokal flexibilitet och stärkt konkurrenskraft.

    I rapporten, som baseras på intervjuer med partsföreträdare och experter samt tidigare forskning och medieuppgifter, beskrivs bakgrunden till arbetsgivarnas beslut, deras motiv, andra branschers reaktioner, de fackliga motparternas synsätt samt olika statliga regleringars betydelse för utvecklingen. Avslutningsvis diskuteras ett antal lärdomar för den svenska arbetsmarknadsmodellen.

    Abstract

    Sammanfattning:
    Medarbetaravtal är en ovanlig kollektivavtalsform där särskilda krav ställs på samarbete mellan tjänstemannafacken och arbetarfacken eftersom avtalet tecknas gemensamt. Det saknas idag kunskap om effekterna av kollektivavtal generellt och medarbetaravtal i synnerhet. Parterna inom pappers- och massaindustrin tecknade 1996 medarbetaravtal vilket möjliggör en jämförelse på branschnivå. Med hjälp av syntetiska kontrollgrupper undersöker vi hur arbetskraftskostnad och produktivitet påverkas av den unika kollektivavtalslösningen. I rapporten kommer vi fram till att det i dagsläget är svårt att visa på några tydliga effekter vilket inte är helt förvånande med tanke på hur medarbetaravtalen som finns är utformade. Mer kunskap kring de ekonomiska effekterna av olika typer av kollektivavtal är en förutsättning för informerad diskussion kring framtidens kollektivavtal. Det krävs ytterligare studier i de fall ett mer renodlat medarbetaravtal skulle tecknas i framtiden.
