Working Paper No. 101. Explaining Welfare State Survival: The Role of Economic Freedom and Globalization

Abstract

Using the economic freedom index and the newly developed KOF-index of globalization, it is shown that the Scandinavian welfare states have experienced faster, bigger and more consistent increases in these areas, compared to the smaller European and the so called liberal welfare states. The market economy and globalization hence do not pose threats to these welfare states, but are instead neglected factors in explaining their survival and good economic performance. Big government decreases the economic freedom index by definition, but the welfare states compensate in other areas, such as legal structure and secure property rights.

Abstract

Antalet utvärderingar av ekonomisk politik ökar explosionsartat. Det finns dock få systematiska sammanställningar av de utvärderingar som görs och det saknas kunskap om hur utvärderare skiljer sig åt gällande metoder och slutsatser, inte minst inom näringspolitiken. Vi studerar utvärderingar av 110 näringspoli-tiska insatser 2009–19 genom att granska huruvida valet av utvärderare påver-kar utvärderingarnas resultat. Privata konsulter visar sig vara den vanligaste utvärderaren av näringspolitik och deras utvärderingar skiljer sig från andra utvärderare genom att vara övervägande mer positiva till de utvärderade insat-serna. Vi diskuterar intressekonflikter som kan antas föreligga mellan utvärde-rare, myndigheter, den politiska makten och allmänheten.

Abstract
We review the literature that uses quasi-experimental methods to estimate the elasticity of labour force participation with respect to the financial gain from work. We find a wide range of elasticities, with an average of 0.36. 27 out of 35 papers find elasticities larger than 0.1, providing strong evidence that individuals respond to incentives on the extensive margin labour supply. Elasticities are larger for women, and have declined over time.
