The uneven distribution of risks and rewards in multi-level mission-oriented green industrial policies
Abstract
This article examines how supranational, national and local actors share the risks of mission-oriented green industrial policy. Drawing on interviews with stakeholders in two Swedish gigafactory projects, alongside policy documents and statistics, it finds that municipalities use public investment, land-use decisions and partnerships to attract investment. The projects can advance green industrial goals, but weak coordination across levels of government can leave local authorities with strained finances and substantial risk. The capacity to participate depends on municipal legal autonomy, fiscal resources and administrative capacity.
