This book is the result of a long-standing collaboration among tax scholars from various disciplines, all focusing on taxation and digitalization and recognizing the importance of addressing the societal challenges that digitalization poses on the tax system from several disciplines and by working closely together. The authors of this anthology take an academic approach to taxation and are deeply engaged in cross-disciplinary dialogue. There is an urgent need to produce and provide evidence-based knowledge to guide tax policy design in a time of technological advancements and fiscal and economic challenges. This need is further amplified by the increasing digitalization of economies, which demands data-driven tax policies to address complex issues such as dematerialized transactions, cross-border taxation, harmful tax competition, and compliance automation.

Mot en lärande framtid bygger på en enkät bland nästan 5 000 chefer i Sverige och beskriver hur arbetslivet förändras genom distansarbete, digitalisering, AI och ökade säkerhetskrav. Cheferna ser tydliga möjligheter med AI och flexibelt arbete, men upplever samtidigt organisatoriska hinder som bristande processer, kompetensgap och otydliga strategier. Distansarbete uppskattas av många chefer men skapar utmaningar för kultur, informationsutbyte och introduktion. Cybersäkerhet har stärkts på många arbetsplatser, men är fortfarande ojämnt utvecklad. Innovationsarbete försvåras av skillnader mellan ledningens ambitioner och praktiska förutsättningar. Trots ökande krav vill åtta av tio fortsätta som chefer, och framtidens ledarskap bedöms kräva mer samverkan, flexibilitet och närvaro.

Quasi-markets are increasingly used in public service provision, yet they remain highly contested. This paper develops a conceptual framework grounded in economic theory to examine how quasi-markets differ from traditional markets along five key dimensions: (1) revenues, costs, and profits, (2) the matching of supply and demand, (3) competition, (4) structural change, and (5) rent-seeking. Assuming profit-maximizing behavior, we stresstest the quasi-market model to explore how these structural differences shape incentives and influence outcomes. Applying the framework to Sweden’s school voucher system, we show that specific design features have led to unintended consequences that undermine service quality and conflict with the reform’s stated policy goals.
